It depends on how many people use the site at the same time. I run sites that get pretty good usage that run on a single computer. Google, on the other hand, probably runs a few hundred servers.
Specifications? A quad core CPU with 4GB of RAM is a lot more powerful than a mainframe was 30 years ago. Google is probably running single core Pentiums with a GB or two each, at most - probably less than that. Replacing a hundred computers is a major investment, not something you want to do every couple of years.

You need: two servers in DMZ if you don't use load balance, you may use one, one or two servers with at least raid 1 in back end and one raid 5 storage. Also you need development servers separated from dedicated servers
